<p>A QMS software RFP (request for proposal) is one of the few moments in a vendor relationship where you hold full negotiating and informational leverage. Most quality directors underuse it. The RFP gets sent, vendors respond with polished documents, and the evaluation proceeds on the vendor&#8217;s terms rather than yours.</p>





<p>The questions below are designed to close that gap. They are written to produce specific, verifiable answers — not marketing language. Used well, this RFP framework separates vendors who have built a platform for regulated industries from vendors who have adapted a generic workflow tool and added compliance language to their website.</p>





<h2>Section 1: Platform validation and compliance</h2>





<p>These questions establish whether the platform meets the baseline regulatory requirements for your industry. A vendor who cannot answer these precisely is not ready for a regulated environment.</p>





<p><strong>1. Provide your validation package documentation for the current platform version.</strong> What does it include? Who prepared it? Is it available for customer review?</p>

<p>The degree to which your team can configure the platform without developer or vendor involvement directly determines your long-term cost and speed of adaptation.</p>





<p><strong>6. Which configuration tasks require IT involvement or vendor professional services?</strong> Provide a specific list: adding form fields, creating new workflow steps, building a new application, generating custom reports.</p>

<p><strong>9. Can the platform build new applications from natural language requirements?</strong> If AI-assisted configuration is available, describe its current capability and its limitations.</p>





<h2>Section 3: Environment architecture</h2>





<p>Regulated environments require change control, which means configuration and testing cannot happen in production. The environment model directly affects your compliance posture and total cost.</p>





<p><strong>10. How many environments are included in the standard contract?</strong> Development, QA/staging, and production — are all three included at no additional cost?</p>





<p><strong>11. How does configuration move between environments?</strong> Is environment cloning automated and self-service, or does it require vendor involvement?</p>





<p><strong>12. How long does environment cloning take?</strong> Ask the vendor to demonstrate this during the evaluation.</p>





<h2>Section 4: Implementation and onboarding</h2>





<p>Implementation timelines and responsibilities vary significantly between vendors. Vague answers here become costly problems six months after contract signing.</p>





<p><strong>13. What is your benchmark implementation timeline for a company of our size and industry?</strong> Provide three reference customers who implemented within this timeline and their contact information.</p>





<p><strong>14. Who owns implementation — your team, a partner network, or the customer?</strong> What happens if the timeline slips?</p>





<p><strong>15. What does go-live readiness look like?</strong> Define the criteria your team uses to determine a customer is ready for production use.</p>





<p><strong>16. How many hours of implementation support are included in the contract?</strong> What is the cost of additional support hours?</p>





<h2>Section 5: Upgrades and platform maintenance</h2>





<p><strong>17. How frequently does the platform release updates?</strong> How are customers notified?</p>





<p><strong>18. Are updates automatic or opt-in?</strong> Does the customer have a choice about when to apply an update?</p>





<p><strong>19. What is included in the upgrade validation package?</strong> List all documents provided with each release.</p>





<p><strong>20. Has a platform update ever caused a customer&#8217;s validated system to go out of compliance?</strong> If yes, describe what happened and how it was resolved.</p>





<h2>Section 6: Support model</h2>





<p><strong>21. Describe your support model — hours, channels, and response time commitments.</strong> What is the escalation path for a critical compliance issue?</p>





<p><strong>22. Is support provided by employees of your company or by a partner network?</strong> What is the industry expertise of your support team?</p>





<p><strong>23. Provide your average response time and resolution time for the last 12 months</strong> for critical, high, and medium priority tickets.</p>





<h2>Section 7: Pricing and contract structure</h2>





<p><strong>24. Provide a three-year total cost model</strong> assuming 25%, 50%, and 100% user growth from our current headcount. Include all fees: licenses, modules, environments, support tiers, implementation, and annual increases.</p>





<p><strong>25. What triggers contract price increases?</strong> Is there a cap on annual escalation?</p>





<p><strong>26. Are there fees for adding modules or applications after initial contract signing?</strong> What is the cost to add a new application from your available catalog?</p>





<p><strong>27. Describe your data portability and exit terms.</strong> In what format is data exported? What is the timeline and cost for full data export at contract termination?</p>





<h2>Section 8: Security and infrastructure</h2>





<p><strong>28. Where is data hosted?</strong> What cloud infrastructure provider do you use, and in which regions?</p>





<p><strong>29. What certifications does your platform hold?</strong> SOC 2 Type II, ISO 27001, HITRUST — provide current certificates.</p>





<p><strong>30. Describe your disaster recovery and business continuity approach.</strong> What is your published RTO and RPO?</p>
