eQMS Pricing Explained: Per-User, Modules, Validation, and Hidden Implementation Cost

eQMS pricing decks lead with a per-user number because it is easy to compare. Quality directors get surprised later by modules, validation labor, extra environments, data migration, and the services invoice that appears when SOPs have to match the screens.

This article is a working cost model for Quality Managers and finance partners. Cloudtheapp publishes Pre-Market at $380 per month (up to 5 users) and Post-Market at $740 per month (up to 10 users). Fast Track implementation starts at $3,000 plus subscription for a 30-day go-live. Those numbers only help if you know what else will hit the budget.

The four buckets that actually get invoiced

Subscription. Per-user, per-site, or platform fee. Ask what happens at user 6, 11, and 50. Ask whether view-only auditors and suppliers count. External supplier portals that are "free" until you exceed a ticket volume are still a cost.

Modules. Some vendors sell document control, CAPA, complaints, and training as separate SKUs. A cheap core plus four modules can exceed a platform that includes the first-wave processes. Map modules to the processes in your intended-use page, not to a brochure.

Implementation. Configuration, data migration, integrations, and project management. Fast Track assumes you already know your process and will not redesign ISO 13485 during kickoff. If you still need to write a first CAPA procedure, buy writing time separately. Software does not invent a process you have not agreed on.

Validation. Vendor packages reduce labor. They do not replace site intended use, risk assessment, and execution of tests that belong to your configuration. Count internal hours: validation lead, quality owner, IT for access and backup. CSA (FDA final guidance, September 2024) lets you scale testing to risk. It does not let you skip the file.

Hidden lines that blow a year-one model

  • Extra environments. Dev / QA / Prod should not be a surprise SKU. If clones are billed, put them in the model.
  • SSO, email, and backup restore tests. IT time is real even when the vendor calls it "customer readiness."
  • Training beyond a train-the-trainer webinar. Backup approvers and off-shift users need records before they get production Approve rights.
  • Historical data. "Bring everything" turns a six-week plan into archaeology. Migrate open records plus a defined history window.
  • Year-two upgrades. Custom code and heavily scripted workflows get re-validated every release. Configuration that rides the vendor upgrade path does not.
  • Professional services for "small" SOP rewrites after go-live. If the quality manual still says paper is official, you will pay someone to fix that.

If a vendor will not help you fill the grid, treat the missing cells as risk, not as zero.

How published Cloudtheapp numbers fit

Post-Market Kit at $740 per month is sized for complaint, MDR, CAPA, and PMS work with a larger user cap. Fast Track ($3,000 / $4,500 / custom plus subscription) is the implementation wrapper when you want a 30-day calendar instead of a six-month services program.

Those prices are not a substitute for the worksheet. A five-user Pre-Market site that also needs a custom ERP integration and a full historical scan of 12 years of deviations is a different project.

Questions to ask in the pricing call

  • What is included in the first-wave processes we named?
  • What is the cost of a third environment?
  • What does the validation package contain, in a sample PDF, not a slide?
  • Who owns SOP updates, and is that in implementation or in a change order?
  • What is the exit export format?

How to present this to finance

Lead with total year-one cash and internal hours, then year-two run rate. Do not lead with per-user. Per-user is how you lose the room when month four adds a module.

If the steering committee wants a number this week, give a range with the worksheet attached. A single "about $X per user" is how quality teams get a system they cannot validate or staff.
